System Engineer - IT

Location: Reporting into Eatontown, NJ

The primary job elements include the engineering associated with network equipment systems design, implementation and installation engineering. Program Manager

Proposal Support Manager

Location: Eatontown, NJ

The Proposal Support Manager is responsible for overseeing and providing leadership for the Proposal Production Department. Develops and ensures adherence to production processes and procedures. Also carries Proposal Administrator responsibilities simultaneously. Responsible for overall proposal planning, organizing and directing the proposal team, coordinating all proposal activities, controlling the proposal development process for compliant proposals, and ensuring on-time proposal submittal. Reports to the Vice President, Engineering.

The successful candidate should have 3 to 5 years management or supervising experience with U.S. Government contracts in proposal production or bid preparation or 5 years proposal production or bid preparation. Experience with U.S. Government contracts and demonstrates capability to supervise a production team.

Production Responsibilities:

  • Responsible for coordinating and directing daily activities of the Proposal Production Department.
  • Ensures that all Production Specialists adhere to the proposal development process.
  • Develops and maintains Processes and Procedures for Production responsibilities.
  • Assigns Production Specialists to proposals and documents where Production support is requested.
  • Provides support to the Production Team and assists with Production responsibilities as needed.
  • Reviews proposals to be submitted; assures that the proposal has been prepared according to all preparation and format requirements of the RFP.
  • Ensures library of Past Performance write-ups is up-to-date and summaries posted to the Share Point library.
  • Provides responses to Data Calls and other requests for EPS’ Subcontractor efforts.
  • Ensures Proposal Calendars are accurate and Calendar action items are completed daily.
  • Reviews and follows up on upcoming opportunities that EPS is tracking.
  • Interviews, recommends new hires and trains new Production Specialists.
  • Provides 90-day (new employee) and annual performance appraisals for direct reports.
  • Performs additional related duties as assigned.
Proposal Administrator Responsibilities:
  • Responsible for conducting a thorough review of each assigned RFQ/RFP.
  • Working with the Capture Manager, determines internal/external proposal team membership requirements and requests management support in securing those additional resources, as required.
  • Develops proposal development schedule.
  • Prepares for and conducts proposal kick-off, internal team and partner meetings.
  • Ensures that the proposal team adheres to the EPS proposal development process.
  • Coordinates with the technical teams, both internally and externally, and participates as a writer as needed.
  • Participates as a writer and editor in aspects of the Management, Past Performance and Technical areas of the proposal, as required.
  • Determines outline and template of the proposal; works with Production Specialist on template preparation.
  • Generates questions and drafts responses to Government inquiries.
  • Verifies that all key requirements for proposal preparation and submission are adhered to.
  • Organizes and conducts “color” (Red, etc.) Team reviews as appropriate or when requested.
  • Ensures Quality Control (QC) review as permitted by the schedule/workload.
  • Obtains upper-management and corporate signoffs, oversees the finalization of the proposal volumes, and ensures that the proposal is submitted to the customer on time.
Skill Experience:
  • Experience with and demonstrates a working knowledge of the Federal Acquisition Regulation (FAR).
  • Demonstrates understanding of the U.S. Government bid (Capture) cycle.
  • Excellent customer relationship skills and the ability to build and develop teams.
  • Demonstrates high level skills in Microsoft Word knowledge and some working experience with Microsoft Outlook, Microsoft Power Point, Microsoft Excel and Microsoft SharePoint.

Software Support Analyst / Network Administrator

Location: Panama City, FL

EPS Mission Support Services Division is seeking applicants to fill a Software Support Analyst/Network Administrator position, located in Panama City, Florida. This position is contingent on contract award.

Provide direct support to Command, Control, Communications, Computers and Intelligence (C4I) platforms. Candidate will support software integration, software development, virtual server management and network administration. Environment will include product/platform development and testing as well as product fielding and support. This position is contingent on contract award.

Experience with the following is required;

  • Enterprise Network design, configuration, troubleshooting, and maintenance
  • Experience with VLAN configurations, Ports and Protocols, ACL development and maintenance
  • Routing, switching, wireless networking technologies, Voice Over IP (VoIP) technologies, and firewall configuration
  • Configuring and managing virtual servers in a VMware vSphere environment
  • Installation, administration and troubleshooting of DoD specific Command and Control applications such as GCCS-J, GCCS-M, GCCS-A, C2PC and CPoF
  • Utilization of client imaging technology such as Altiris in an enterprise environment

Business Development Manager

Proposal Coordinator

  • Provide coordination for proposals, RFI responses, presentations, white papers, and other products developed or supported by the Business Development team.
  • Prepare and/or manage smaller proposals to include internal and external meetings, schedules and the writing process.
  • Publish and enforce schedules and deadlines, arrange meetings, and facilitate the submission and iteration of author input.
  • Harvest boiler plate, reusable text and graphics from previous proposals.
  • Rewrite technical paragraphs generated by engineers and subject matter experts to produce clear, concise language appropriate for the final proposal.
  • Coordinate the internal flow and review of all proposal inputs and outputs.
  • Provide administrative support to Proposal Managers, Proposal Writers/Editors, and Capture Managers.
  • Analyze Federal RFP Sections L and M (or equivalent) proposal instruction requirements and prepare proposal templates.
  • Verify that all RFQ/RFP requirements are met.
  • Be responsible for coordinating with subcontractors and outside project team members for data calls, meetings and necessary documentation.
  • Prepare and conduct proposal kick-off meetings (internal and external).
  • Develop plans for proposal reviews and final production cycles (production, reproduction, and binding/packaging, final master proposal, and all hard/soft copies).
Required:
  • Bachelor’s Degree in English, journalism, marketing or related field.
  • 5 years of relevant work experience, with at least 3 years in a Federal procurement proposal department.
  • Excellent command of English grammar, spelling, punctuation, syntax, and composition.

Project Manager / Subject Matter Expert

Location: Fort Campbell, KY

Subject Matter Expert (SME) / Program Manager (PM):
SME needed to assist in writing to the Ft. Campbell Logistics Support Services Task Order Request for Proposal (TORP). Thereafter, candidate is eligible for Program Manager position at Fort Campbell contingent upon award of the Task Order.

SME and PM Experienced Required:
Minimum of 10 years of Project Management experience required. Senior military leadership experience may be substituted for direct PM experience. Specialized PM and SME areas of experience include: logistics support in the areas of supply, maintenance and transportation. Knowledge of ASP and CIF operations, property management, supply operation, transportation services and bulk/retail fuel operations required. Preferred experience includes any of the following: Assignment with the 101st Airborne Division (Air Assault) or a Fort Campbell tenant unit; experience with Division Materiel Management Center (DMMC) experience, Army Pre-positioned Stocks, and / or the DLA; recent logistics operations experience in Southwest Asia and/or Afghanistan; and experience in the preparation and execution of deploying to any of the Combat Training Centers. Experience with various US army logistics STAMIS systems such as SAMS, SARSS, PBUSE, LMP and WMMS. In addition, experience is required in the management of vehicle maintenance.

Program Manager (PM) Job Summary:
Manages the overall Fort Campbell Base operation of the Task Order though subordinate Government supervisory/management personnel, in the areas of safety, performance, productivity and efficiency to the standards of the contract and to the satisfaction of the customer.

ESSENTIAL PM JOB FUNCTIONS:

  • Direct all activities and ensures that all elements of the contract statement of work (SOW) have been executed at a level meeting or exceeding contract standards.
  • Establishes policies and procedures for performance and control of all Company business management functions and the management and supervision of contract support personnel within the guidelines set by EPS.
  • Overall responsibility for organization and application of management, technical, and logistics resources to ensure that the contract is cost effective, safe, efficient, and a preserves high quality.
  • Coordinate with staff to ensure contractor work schedules complement Fort Campbell mission schedules and events. Initiate, direct and monitor the performance of EPS staff and their divisions.
  • Communicate operating philosophy, strategic plan objectives, and performance expectations to the management and supervisory staff, and as needed, to all levels of the project staff.
  • Monitor relationships with customers to identify and proactively resolve problems and/or conflicts while maintaining open communications regarding expectations versus performance.
  • Assimilate management information and write customer and company required reports detailing EPS activity for the reporting period. Conduct program management and other technical reviews as required.
  • Review and approve major expenditures for materials, equipment, tools, supplies, and subcontracts, and establish expenditures authorities for subordinate managers and supervisors.
  • Track, analyze and trend project performance metrics, costs, customer satisfaction levels, progress against strategic plan goals, and employee satisfaction.
  • Review and submit regular invoicing for the customer, based on contract type, terms and conditions.
  • Collaborate with direct reports to set goals that support the strategic support plan.
  • Manage the total overall operation of the project and has overall responsibility for safety, quality control, morale, productivity and efficiency to the standards of the contract and to the satisfaction of the customer.
  • Ensures that material maintenance, transportation, supply, operation of Government-automated systems and other services are provided as required in support of the project. Monitors the performance of department managers and supervisors and submission of CDRL reports.
  • Develops and executes marketing plans for existing and new project and non project business development.
  • Continually review project performance and current technology to interject management and technical performance innovations.
  • Perform other duties and assignments as required
MINIMUM EDUCATION & EXPERIENCE:
  • Ten (10+) years of related experience.
  • Bachelor’s degree in related field.
  • Multifunctional logistician (FA90) ( Supply, Transportation, Maintenance)
  • Previous experience at Installation level logistics-DOL
  • Brigade Support Battalion, Sustainment Brigade and Division level staff experience
  • Bachelors Degree from an accredited university or college is required.
  • PMP certification is desired
  • Lean Six Sigma certification (Green/Black belt) is a plus.
  • Valid US driver's license required
