EPS and GSA OASIS
GSA has awarded OASIS Pools 1 & 3 Unrestricted contracts to EPS Corporation supporting the company’s vision of continued growth and continued Mission Support for our customers. EPS’ OASIS multiple-award ID/IQ contracts (MAC) hold an unlimited $$ ceiling value and includes an ordering period through December 2024. The contract will allow EPS to compete for individual task orders for all Federal Agencies and the DoD.

OASIS Program Overview:
  • Scope: Complex Professional Services
  • Core Disciplines: Program management, Management consulting, Logistics, Engineering, Scientific, and Financial Management
  • Consists of a family of 14 separate Gov't-wide MA IDIQ TO contracts (called "Pools"); NAICS code based. OASIS is a MAC, not a GWAC.
  • OMB Best-in-Class (BIC) !
  • Pools divided into 2 sections: Unrestricted (UNR) and Small Business (SB)
  • Pools:
    • Pool 1 Management, scientific, and technical Services
    • Pool 2 Financial and accounting services

  • Employee security clearances and FCL specified at TO level
  • Standardized LCATs that correspond to OMB’s SOC for which BLS maintains compensation data. Allowed to deviate from the Junior, Journeyman, Senior, and Subject Matter Expert (SME) definitions; and may substitute for degree qualifications IAW contract.
  • Direct Labor rates strongly encouraged to fall w/in range provided in RFP
  • T&M/LH ceiling rates (excl. OCONUS, clearances) for Sole-Source or anticipated lack of adequate price competition
  • CAF = 0.75% unless discount applies based on agency business volume or CAF MOU
  • Contracting: GSA Federal Acquisition Service (FAS) Office of Professional Services & Human Capital Categories (PSHC)
